Over the past couple of months I've seen these colonies of bugs on the underside of a few pepper leaves here and there. Are these whiteflies or one of their instar stages?
Definitely whitefly. We get a lot of those around here, especially on the Plumerias and the Mulberries. Get rid of them, as once established they breed like, well, whitefly.
