What is causing this?!

Need some help to diagnose what is happening to this pepper plant. I haven't fed nutrients in a couple of days and this isn't happening to any of my other plants. Its also spreading and getting worse everyday. 
 
I have had similar things happening to some of my own seedlings. The leaves looked pale and then they started to die from the tops. I think the cause was the soil being too wet. After letting it dry up the die back stopped and the leaves (what's left of them) are looking greener and healthier now.
