why would you remove them? i have never removed any leaves of my peppers, i let them grow and remove their leaves by itself whenever the plant feels for it. Eventually leaves the plant dont need anymore will fall off.

Just let them drop naturally. Pick one to prune the bottom leaves (if they touch the soil). I don't have shears here so it is all natural right now.
