disease-pests What's wrong with my peppers? Curled up leaves?

I see this on a few of my pepper plants.  The leaves are curled up and there is some salty looking stuff on the leaves but it won't come off with my fingernail.

Hmm, looks like it might be edema which is caused by overwatering I think. How often and how deeply do you water?

I usually don't water until the leaves start to droop..  Every few days.
 
I'm only using a 80mm computer fan to keep the air moving. I should buy a circulating fan but the stores only stock them in the warmer months

You get edema from having your plants too close together.  Hit em with a lite dose of nutes.

I've seen plants do that when rootbound. What kinda pots they in?

They are in 4 inch pots.  I just checked and they are totally root bound.  I don't have room to go to wider pots, so I may have to resort to red party cups.  Thank you all for the help!

yup looks like oedema...needs more fresh air dude. lots of it too.

pretty bad oedema if it's on the tops of the leaves too - never seen that personally
