health What's wrong with this plant?

I've had this plant in a pot for little over a year now and moved it all around house for sun. I give it same amount fertilizer as every other plant which is typically fish emulsion. Basically my other 40 or so plants don't have this issue and have dark green leaves and bigger pods. I've even given extra nitrogen with fish emulsion thinking that was problem. Any help is appreciated!

What's your watering schedule been? Also, what do you have it potted in.
Like you said, if all your other peppers are doing well then maybe this plant just wasn't meant to be. Bad genetics or a disease could be the issue. 
 
This time of year it rains basically everyday or every other day. Before that was probably watering every 3 days or so. It's a fabric pot and prior to reporting few months ago it was in a black plastic pot from a local nursery. I'm kind of wondering if it's diseased as well. The pods don't really seem to ripen.
 
Is it your only plant in a fabric pot? They drain rapidly and if your medium got dry, it might get hydrophobic

...oops, hit send too soon. I have had some pots look well watered, but get poor penetration in the roots. If you have a high peat content, you might want to add a wetting agent once in a while. Yucca extract works well for me.

I use Fish and Seaweed extract.
Could be too much Nitrogen.
Fish is 5=1=1,you need seaweed extract=other nutes too that fish doesn't have.
 
Could be too acid or alkaline soil too.
 
Also I ONLY use Alaska brand.
Other brands use Urea.
Urea sucks for my grow in pots.

I forget what seaweed is,NPK,I'm out right now.
I use less than recomended.

All organic stuff needs to break down for plant use,in general.
PH etc.
 
I do need to get some seaweed fertilizer or make some myself. All the pots I use are fabric for peppers and are good producers. Just that one plant for some reason.
 
I had a few that were that color before I transplanted them in my pepper patch, they changed shades within a month. That looks like a nice sized plant, I would use a much larger pot. and give it new soil. I compost egg shells for the calcium.
