when to supplement (image included)

Hi All,
 
Just wondering when it's possible to supplement seedlings with a bit of Seasol and Powerfeed, etc, even in very dilute quantities such as 1 drop per 1 ml.
 
Attached is a picture of one of my Carolina Reapers - as a guide, how much more advanced shoud it be before it gets supplements ?

The seedling in the photo does appear yellowish.

How much light does it see and what is the grow medium?

Edit:
I should add that in the case of a few seedlings that I started in depleted mix I began feeding them at half strength once a week throughout winter from an early stage.

Under CFL lighting with colour temp of 6500K.
 
Growing in Jiffy Pellet, with the remainder of the mix to make up the 2" pot being Seed Raising Coir Mix.
 
Other seedlings (just under that age) are certainly greener and in the same medium though.
 
I certainly don't want to rush and kill anything, so is first set of leaves suitable as a marker for dilute supplement ?
