When is the best time for testing soil, if plant out isn't until May-June?

You should check PPM every time you feed your plants or you don't know how much your plants are eating and this will cause problems down the road like nutrient lockout. You wouldn't feed a bull mastiff the same as you would a poodle.

Make a good mix properly and you never have to worry about pH or N-P-K numbers as the soil food web will take care of that.
