NMSU Chile Pepper Institute sells them. I bought some in January, and they are some of my strongest growers.

I actually got mine from an EBay seller. They sprouted and are growing great, I have 10 plants growing, but will pick the 3-4 strongest and put them in the ground soon. Might keep the others as container plants.
