pests Which pest is this?

I have a two month old jalapeno. The plant looks healthy but I observed a white furry pattern underneath a couple of leaves. The affected leaves too look healthy other than the presence of this.
Is this harmful? What is it? I don't see any thing moving there.

Spiral whitefly.  Super super nasty pest.  Better get a handle on that quickly...

Preventative, no.  They are a fucking curse.
