Which type of light is the best

they all have their positives and negatives... we would need to know your situation to advise on the best light for you... Besides the sun, the best light is the one that fits your situation
 
Seedlings use full spectrum compact fluros, metal halide for growing, high pressure sodium for flowering. The LED's are also kinda cool. Pick up a book by Jorge Cervantes and it will reveal all the good stuff, about growing all kinds of stuff.

I use utilitech T8 4 foot 2 bulb shoplight ballasts with 'daylight' spectrum bulbs (or 'grow' spectrum bulbs if they have them on hand.)   I love these lights because they perfecttly fit my 1020 flats I use for my seedlings... 1 light will cover 2 trays extremely well... but you could raise them and cover more theoretically.  Also, one of the best features of these lamps is how cool they run.  Your plants can grow into the lights and will not be burned (although I wouldn't recommend it.)  I have some T5 lamps, which are much brighter, but are also much more hot and will burn your plants if they touch the bulbs.  I have noticed that small plants/seedlings seem to prefer the T8s over T5s.

Your comment regarding Metal halide and HPS does not apply to peppers as both will produce growth and neither has a direct affect on flower production.
 
I use a 250hps from seed to plant out.
My hood is big like 26"x18".
Every couple days I rotate some seedlings on the sides to the center. I was able to get 90+ plants to do great with this light.
 
There are no Jedi tricks for growing peppers.  It's as easy to grow as a fruit bearing plant gets. 

The best light for peppers is the one that puts out the most light, at the lowest cost.  Amazon is loaded with cheap chinese LED lights, that are perfect for the job.  Like this one:

That's just one example.  But it has UV and IR wavelengths, and eliminates a lot of the unused spectrum.  I have a couple of these.  The cost to operate is almost non-existent.
