wild peppers of Buenos Aires

Does anyone have any info on native peppers of Buenos Aires that might be procured and legally removed from the country (without the aid of parrots).

Capsicum chacoense but I dont know if its legal to export or collect

If that is the entire list, then I wont bother. I know someone who may be going there next spring and wanted to possibly take advantage of the opportunity.
 
 
 
There has been a change, Buenos Aries is not the country he will be traveling to, more or less off the coast of Venezuela. This may change things a bit
