Will these chile transplants survive?

Whether they can survive outside is purely a function of the weather.  If it freezes or frosts, they will take damage.  If it gets cold enough that the roots or crown (mulch is good) get anywhere near freezing then they are toast.  Fortunately in-ground plants in climes such as yours stand a very good chance of surviving, even if the foliage gets bit.  When there is a chance of a frost, any cover will help. 
 
A friend in New Orleans, that also has a "rarely freezes" climate, had his freeze off.  But the roots were still warm enough that they came back the next year. 
 
The pequin, of course, would probably survive nuclear holocaust.
