yep, Dampening Off - i recently had a few do exactly what your pictures looked like. I managed to find 2 just after they fell over but hadnt dried out yet. I burried the stems deeper and propped them upright.
After about 2 weeks they're recovering. I was amazed they lived considering they hadnt developed any propper leaves.
Now the 2 are the smallest of my bunch but they have new leaves and are growing nicley
