If your winter lows are in the 50s then your good. You seem to have great weather for growing peppers I think. Rain might be an issue but you can put them under something for cover

You could grow round year, with your climate, I suppose.
If you get so much rain, maybe using pots is the best idea (and you can move them too, to catch more sun), also as LA2theBay says, you could build a light structure to cover them from time to time, against over-rain (light structure - depending also on the winds in your area).
