from the pictures it looks like there are possibly multiple threats
and pests active there.
i would check for:
1 snails and slugs
2 scale insects
3 some fungal/bacterial
4 any combination of these
please make a night time trip with a flashlight or something and look for snails and KILL ALL SNAILS YOU FIND
also treat for scale insects
maybe with "organocide"

every three days or so
one might even consider a few days or weeks treatment may be able to get those to produce(the time it takes for a
complete start over may warrant to try the "treating" first?)
