I've used Fox Farm for several years (soil) and had really good success. My suggestion is to add a lot of compost to the mix before planting. Any good slow release (compost, worm castings) fertilizers will cut down on how much you have to spend on liquid or granule fertilizers a little later...

Personally, I would pinch them off. Your two choices are 1) let them grow and have 1 or two small-ish bell peppers now or 2) pinch them and let the plant focus all of its energy on growing and have more larger bell peppers later. I usually opt for more and larger later.

I think it might depend on where you get your seeds from. The first round last year did horribly but this year I grew a few really nice plants that are producing like crazy. Mine are the bullet habaneros - @ SuperHot, do you know where I can purchase giant white habanero seeds?
