Um no. In fact, you should ask the restaurant what that has to do with your qualifications for the job. It can be taken as unlawful bias - race, gender, age, etc., and I guarantee the restaurant could be sued for requiring it if you (or someone else) did not get the job.

I really had no issue with giving that restaurant a picture. Of course, I'm not sue happy or a race monger like a lot of people are.

Your being sue-happy or not is not the point - what they asked you for was unlawful. They are not allowed to ask for your age, race or disability status prior to making an offer if it has nothing to do with the job. If they do offer to you and not to someone else who perceives such a bias and that person sues, you could be out of a job.
