I ordered seeds from seedrack, and I didn't have to soak at all.  Your seeds will come up eventually, they can take anywere from 5 to 15 days.  Just make sure your papertowel is moist (not dripping), and that they are kept somewhere where it will stay a little over 70 degrees... Ive heard other...
