seeds How soon in pepper pod development can seeds be considered viable?

G'day again guys,

Wondering how far along (generally speaking) the development of the pepper pod has to be before its seeds can be considered viable.

Further two queries are, is there a "golden hour" (week I guess is more accurate) in growth at which it is best to extract the seeds to give them their best chance of germination, or is there no discernable difference at all once the seed has formed?

Lastly, is there any significant difference in the viability of pods versus how soon they were removed between species?

I wait at least couple of weeks after the pods have changed to their final colour before harvesting for seed.

By golden hour are you thinking of a time after the pod has ripened?
 
The best time to harvest anything that flowers or take cuttings is first thing in the morning before the heat of the day. The plant has the most nutrients and carbohydrates stored at this point. It also does not hurt to fertilize a day or so before harvest.
