I understand the revulsion, I understand the desire to help.
If you do help, he has been a vendor of peppers in the past, so its possible that what you give, nee what you are paying for him to have is quite probably going to be used to make him money.
I'm not opposed to that personally. But IF thats his plan, it should be disclosed.

Well if he is homeless and asking for help via free seeds then yeah he probably does need money, don't we all?
