in-ground Peppers, Flat Ground, and Standing Water

If your ground is anything like mine, no matter how well you build the top soil it is sitting on a bed of clay.  Have seen photos of many a garden on flat earth.  I'm curious if folk have found a swamp in their garden after a hard rain.  If so, what have you done to improve the situation?
 
If someone would have that problem I would probably advise them to build some sort of drainage canal or ditch. Imagine your garden split in two, slanting from outside inward. In the middle there's a ditch through which the water flows away from the plants.
