just a quick question

It depends on how it was dried. If it was heat dried, maybe not. If it was air dried, probably yes.
 
A dehydrator shouldn't kill them. It must get pretty damn hot in a chile, lying in the desert sun, in Mexico, don't you think? I can't imagine that moderate heat would kill them, but I guess if they get over dried it might. Drop some in some water and see.
