Warning..... Who is this clown?

While we are all enjoying getting rid of one big Screamer/Thief/Lair named Baker's pepper, there is another Screamer/Thief/Lair that is still lurking around. They are both a waste of space on this earth. However, the hidden screamer needs to be exposed because it is a responsibility to watch each other's back and protect members from screamers. 
 
Who is this screamer? and What/How he does?

The guy was banned twice, he scammed Jason (Sicman) and Judy (Pepperlover) along with many other users where he claims he never received the shipment etc. 
 
 
This clown needs to be banned for the third time please
