I have found T5 light bulbs at Home Depot that say they are good for plants. My question is, can I get any shop light to use them in, or are there different types of bulb for every fixture?

you have to get the t5 shop light.

There are T5 and T8 and T12 bulbs/tubes
All have their own fixture/ballast.
They are not interchangeable 
 
Make sure you get the 6500K tubes

You want a luminaire with good reflector properties. I use industrail highbays. http://www.homedepot.com/p/Lithonia-Lighting-4-Light-T5-White-High-Output-Fluorescent-High-Bay-IBC-454-MV/202838871
 
 You need HO (high output) 54 Watt lamps. Also, as winland stated, be sure you use 6500K color temperature lamps. I have had good results with Spectralux http://www.growlightsupply.com/index.php?main_page=product_info&products_id=4.
