the heat is only good for the first 48hrs to get the medium temp up around 35 C (95f). Past that keeping the heat on actually is detrimental to the plant.
 
the dome is to prevent helmet heads (when the seed casing dries out and the cotyledons can't push it off) and keep your medium moist. you should remove the dome once your sprouts are up and you see the cotys.
 
treating the seeds with trisodium phosphate will help prevent damping off. I imagine some weak h2o2 could help as well.

I honestly have never used domes or heat mats - and in our climate, especially at this time of year, there is no need to do so.

Here are the pictures of damping off. Also I sprinkled cinnamon on top the tray cells to try and stop it.

Start over with something larger - like solo cups.  Instead of deep watering, get a spray bottle, and do a daily spritzing, moistening just the top 1/4", or so.

oh man that stinks  ,  definitely remove them from the dome tray and get under lights once they sprout . you got time on your side , drop you some more seeds ,

Get a 1ltr spray bottle,that is what i'm using. Also when you go under the lights dont keep them too far away,they will get lanky and fall over.
