Insecticidal soap has a very high pH which may cause problems if you were spraying consistently. If you aren't applying frequently, I wouldn't worry to much about it.

Definitely the soap. A few sprays of straight water should clean it up, build up isn't toxic but may become an issue.

Can't go wrong with the Bluelab truncheon or if you're looking to lighten your wallet, the Combo meter. Their pH pen is meh, if I bought another it would probably just be a Hanna or Milwaukee.
