If fungus,use a Fungucide on the plant. Green Light has one that worked well. Is the place you grow in Humid? Might be a Humidity issue. Might need air circulation... I don't think it is a PH problem,depending on your water changes. I hardly ever test for ph in my hydro,I change water too often...

Sounds like when I pour Plastic baits that were messed up-bit the tail off etc. Re melt it,pour the same color from several scraps. Add whatever-glitter,clear  or pearlescents to it or whatever. Never toss out 1/2 a plastic bait. Just recycle it.
