I have used both bulbs in a 400w light the issue i had was it gets hot so you can cook them if your not careful once the plants start to get a few sets of true leafs they grew like crazy. i love my light i think i got more growth out of the MH bulb.  there are some good ones that are new i got...

the 23 dollar figure is probably the best estimate i have two  400 watt lights and and when i run them both our bill goes up around $40 but i usually go for 15hrs. the other thing to consider is the amount of heat that the light puts out.
