Easiest, safest and quickest answer I can provide is, go the most legit way possible that'll cover all your bases.
On a more personal level, you need to ask yourself a bunch of questions.
Bar codes on your labels definitely present a more professional look that can/may attract customers...
I don't think you will find a banner that will handle the rigors of outdoor weather for too long for 80 bux....
I suggest a 10 foot wide banner and only 5 feet long, as anything longer than that will not be seen due to the table.
id suggest cloth over vinyl....for me, it is just easier to fold...
I did not. I could have sworn that my initial post seeking white pods had more responses than it did. Mr Mod said that it hadnt and that was good enough for me. The scammer must have sought me out thru FB.
So, it turns out I had paid the guy with the friends & family option on Paypal. Got a rep on the phone who was apologetic, but said they couldn't help.
I am speaking with my bank now who are much more positive and confident with dealing with internet fraud....So I'm hopeful right now....

Even if I don't sample, the health department requires the vendor permit cause it is a food item..i can't speak for all 50 states, but of the ones I have vended in (new jersey, new york, and Pennsylvania), that has been my experience...
I agree on all fronts.
I do plenty of shows that would most likely slip under the HD radar, but god forbid they do show up and shut me down while at the show....
Another bid issue that comes up is the old 'Hand Washing station' requirement...

I vend at approx 25-30 events a year.
With the bigger events, more often than not, they either have blanket coverage for the food vendors in which I don't have any extra work to do nor extra expense on my behalf. Some of the events are smaller and fall under the radar of the local health...
The red label was just to give an example of how each label will be different....the yellow one is the fnished product with the fonts i will be using going forth...

And just to give a clearer idea of where I'm going with the labels in regards to color schemes....Here is the same label with a red scheme....We are adding tyhe white brush strokes to all the labels so that the logo and sauce names don't get lost on the darker backgrounds...

Each sauce will have it's own color scheme...black and white background with the 'Moon' being a different color for each sauce..That will be the differentiation (is that a word?) between the sauce.
