Depends how hot your dehydrator is. I believe most pepper seed types will lose viability after storing in the range of 120-160F.

No this is not true at all. While growing pods may be affected by growing conditions, seeds and the genetic material they contain are not (assuming you don't burn them, freeze them, x-ray them, etc). It is the genetics that is passed on by the seeds, nothing to do with the previous seasons...

Filtered water from a fridge will contain much more bacteria than tap. Chloramines are just compounds formed when chlorine reacts with an amine group and are what you actually smell - the chlorine itself does not produce the strong odor. Chloramines have much lower oxidation reduction potential...
