Asexual pepper?

Or I guess, not technically asexual as per the biological definition, but anyway, this is new to me. So, my three Aji Amarillo plants have been forming buds, or so I thought. They're all about the same size, growing in the same media, receiving the same fertilizer, but where the other two plants have been forming buds at each node, nothing is happening with the third. The main stalk has been dividing, but it's just new vegetative growth and no signs of buds.

Is this pepper a dud?
 
Patience is not something I possess. I suppose I'll just need to distract myself with the rest of the garden in the meantime.

To its credit, it is now rapidly outgrowing the other two, both of which started producing painfully early. I mean, they're hardly five inches tall. I've been pinching off the buds as I see them but the fractal action is making it hard to keep up!
