Outdoors, but I start inside in February. Currently I have an outdoor garden covered and heated that is sitting at 51° while it is 30° outside.

I live in a town house and our back yard has a giant tree so my entire yard is shaded during the warm months so for now I just grow inside

Here are a some vendors I have had success with:

Pepperlover - has nearly every pepper you could ever desire

Cherry Gal - her Aji Crystal was my most prolific pepper this year

Sample Seed Shop - great seeds; great prices

Adaptive Seeds - These guys develop landrace varieties that hold up well in cooler climates

There are some good commercial vendors out there too. Seed Savers Exchange, Baker Creek, Tomatogrowers.com, nativeseeds.org to name a few.
