You have to sign a declaration stating what's in the parcel and the value. That's always been the case sending mail abroad from the uk. I'll update when it arrives back at my address.
 
Looks like Nulle is correct. Packet arrived back here today covered in stickers. Plants and plant material now need a Phytosanitary Certificate :censored: I removed the stickers, scored out chilli seeds on the declaration and wrote garden supplies instead. I'll post it again but if it doesn't get through it's not looking good.

to go to the Netherlands or anywhere in Europe? maybe you could write spice samples or something similar.
 
It’s best to be labeled as anything different that plants/seeds/food related. I don’t remember how I labeled them but I usually declare everything as accessories.
 
I believe a certificate is required if items are leaving uk to anywhwere in the eu. And vice versa. As has been suggested it would be best to label as something else. Lesson learned. I posted the packet again this morning, lets hope it gets through.
