From a newbie in Arizona who grew up in Eugene, Welcome!
I've been away from Oregon for over 15 years now (after being diagnosed with SADS). Even though I'm a newbie, based on my memory of your climate, I would recommend a green house or grow room, either one equipped with grow lights. I would think that there are plenty of shops that sell grow lights and heaters, especially in the Eugene Area. After all, there is another genre of "growers" that are very abundant in Oregon (the word I'm thinking rhymes with "reed").
At least you won't have to worry about sun scalding or sun burns on your chilies! Yes, I love to joke, but this is not one of them. I had a good number of chilies with sun burns this year, especially since I was air drying them on ristras. (Don't try the ristra where you live, you'll only get mold.)
