Is this a pepper maggot?  I found it inside one of my pods.

Nope, that looks like a tomato fruit worm or some other caterpillar. Pepper maggots and weevils look like little maggots. Tomato fruit worms like to munch on peppers and other crops like corn as well

Moth larve.  Get lights to attract the moths then spiders will build webs and catch them.   I'm only half kidding, would be concerned that anything which kills moths would also kill pollinators, but you could also research which kind of *stinky* plants repel moths and put some of those nearby.
