No. Tarrare lived during the 1700s. As to what he ate, the last bit lucky dog's comment is startlingly accurate as to why he got banned from a hospital. He was known for eating 14 kilograms of raw bulls lungs, among literally anything that was non poisonous, and consumed a meal fit for 15 men.

Just to play devil's advocate, I know a professional eater from Chicago named Pat Bertoletti.  He came here to Lancaster a few years ago with a few other professional eaters including the woman known as the Black Widow, to compete in a Shoe Fly Pie eating contest.  For those that do not know it is a very dense pie made of mainly molasses.  Anyway, Pat ate over 11lbs of this pie plus a bunch of water to wash it down in ten minutes.  I asked him how the hell he an do that.  He said mainly, he "trains" by drinking gallons and gallons of water to stretch his stomach.  Now, could he eat 22lbs of rice?  I doubt it, but I don't know that I would say that it is impossible.

If they let you eat it with a friend a pair of pro eaters could do it. I wonder if there's any restaurants like this in on the east coast. It would be worth it as long as I'd be in area as is.
 
P.S: And this thread is gonna be used as an example as to why you don't stray off topic too much. For mention of cannibalistic rail-thin polyphages is something that should never be brought up again. Damn Cracked for having an article titled "8 humans whose eating habits would make a goat puke".
 
Japanese people may be tiny, but it's amazing how much they can eat! people half the size of me can eat twice as much. 10kg doesn't sound doable though
