I like to use a light meter. If I'm trying to grow seedlings, then 5,000 lumens is enough and I can raise the light to cover more area if I need to.

I use MH and HPS lamps and they don't need cooling if you have a fan in the grow space.

Cool tubes are for growing in extremely confined spaces that have no heat loss.....an interior closet, for instance.
 
I have a fan in the growing area and it stays nice and cool. I'm using an agrosun 400w halide lamp and I leave it on 16 hrs a day and never gets hot in my grow room.
