Is this a Pepper or not?

This plant looks different than my pepper plants for the reason that is tall does it look like a pepper bloom?

I withdraw my previous answer based on the second picture and agree with RHB340. Looks like a Tomatillo. :)

Tomatillo seeds can stay viable in soil for years. All it takes is one pod to fall off the plant and you could be seeing these things pop up for 3-5 years. I have about 6 volunteers in my garden this year and only grew them once 2 years ago. None popped up last year which is why them popping up this year was so weird for me.
 
A Friend of Mine told me her Aji Dulces were blooming in Yellow, Im not sure it that might be as i had some seeds fall in the soil but from what everyone says this might be a tomatillo and another thing is that they told me you can pollinate them with your finger without the use of another plant
