Is this BER?

This is the second Cayenne this has happened to. The second to start ripening and the second to have this problem....is this Blossom End Rot? If not, what is it? The spot is about 1/2" long and is in approximately the same place on this one as it was the other one. I put some Epsom salt in the container and watered it in last week after the first one got the spot on it. Did I treat for the wrong problem? Or is more time needed for the salt to work?

Looks like it could be to me. The fact that it is ripening is another clue. BER accelerates ripening. I've had a bunch of Bhuts with the same problem, not much else except for a few Toms.
 
That's not BER. That's Anthracnose, caused by a fungus by the name of Colletotrichum acutatum. Other Colletotrichum species can cause this as well. Try not to worry too much about it, but do all you can to avoid spreading the spores around in the garden. The small pink/offwhite blobs you see in that lesion are producing conidia which are the asexual reproductive spores of the fungus. Most likely you've had rain recently that splashed spores from the soil onto the fruit. It will not affect the leaves, but the fruit only, and can infect healthy fruit that you pick and bring inside if the pods are left around for a few days.

Best measure is to make a 10% clorox or 70% ethanol solution and clean up all the surfaces that the pepper has touched. Besides that, you could spray a fungicide on your plants to prevent further infections, but it's unlikely you'll see it again.
