Is This Funk??

While watering my peppers I noticed some of the leaves had this brown/rust color on the veins. It didn't cover the bottom of the whole leaf. Just the vein area and the stem on some. I don't remember this from last year.

Is this a funk ? And if so ... how do I rid my plants of it ?

I suspect either mites, something that was sprayed or both. My seven pods seem to get that damage more than others. Most of the time they recover.
 
I've noticed that my 7pods are by far the most sensitive to everything. To much water, to little water, to much Nutes, Not enough Nutes. Little bastards are never happy. They hate bugs more. Everything else just rocks along no issues.
 
Will it rub off? I was thinking it may be mildew. Kind of hard to tell from the picture, are the areas between the veins yellowing and the leaves cupping upward?
 
TMP .... no it doesn't rub off. No yellowing on these but I do have a few plants that the leaves are cupped on. Not a lot , but cupped.
