Keep the water level a little below the net pot. The roots will eventually grow down to the bottom of the bucket anyway.
But at first, when the roots are out of the water, you'll get hairier roots that absorb nutes better than the thick, smooth water roots you get from them being submerged.
And how often you change the reservoir depends on how fast your plant uses water/nutes. If the plant uses water faster than nutrients, the nutrient concentration will increase in the reservoir and vice versa. So it's a good idea to monitor the pH and EC of the res to determine when you should change the water.
