Light ?

I use a 2ft 4 tube T5 fixture. You could probably get away with just a 2ft 2 tube as well. Any shop light, T8 or T12 fixture will do. Just keep it somewhat close to the babies when they sprout so they are not reaching for the light. It also helps to keep a small fan with a gentle breeze on them.
 
Check out the Lights of America undercabinet 2-ft T8 grow light. They also make a version that is not a grow light, so get the one that says grow light on the package. They are under $10 each. I purchased 2 and mounted them on a board I painted white. I then purchased chain and 3/4" PVC and made a frame that the fixtures hang from. I removed the clear plastic that protects the bulbs so the plants get more light and heat. My plants are growing like it is summer.

I saw a really nifty idea on a grow log (I can't remember which) that I'm using this year. It's basically a long power strip that uses plug->socket adapters to a Y-socket adapter that's stocked with CFLs. I found some nice 100w CFLs at Home Depot at 4 for $10 that I'm using this year. It's cheap, easy, and really flexible.

i got two of these going myself they work great for starting the seedlings.
