what an asshole. That pisses me off so much I want to drive up to Jacksonville and put him in his place. I recommended mailing him some drugs or planting them somewhere and getting him arrested.

Sounds bad man, is he a guy that likes to gloat and boast? If so you might be able to catch him out with a hidden camera or tape-recorder. The next time you have to speak to him for any reason ask him if he loosened the lug nuts on your car and you might be lucky enough/he might be stupid enough to try and rub it in your face. Any idea what sort of charge or sentence that would get in Florida?

if he's messing with the lug nuts on your car, what else has he done to it that you may not find out about until it's too late. sounds like one disturbed a**hole. that's just not something that should be focus in your life. hope you work something out.

All I got to say is it's good he doesn't live in Texas and pulling that S***. You are allowed to deal with someone messing with your vehicle in a most deadly manner. Law that comes from the old horse theif laws of the old west.
Get some witnesses around and get him to hit you first then beat the living $#@& out of him. Lug nuts are one thing but my plants is where I'd draw the line.
Shame you don't have a regular metal mail box as I have seen a few 'works' toilet cleaner bomb vids on youtube and they are good! 
Just a 5th of a soda bottle worth of works and a load of tinfoil. Lid on, shake, mailbox then walk away. 1 minute later and its history.
In my opinion get the camera, catch him in the act and get it sorted the legal way. You could just toy with him until then with some capsicum on car door handle, front door ect.
How about a fish in his AC unit or cable tied to the underside of his car? Sugar in his fuel tank?
Whats the law in the states regarding cathing him on your property and using a taser?
