At the same time. I start mine indoors in February. Just make sure they acclimate to the sun (they need to build up tolerance to uv). I put them in the shade and then increase the amount of direct sunlight over time.

Thanks for the encouragement! Do you think I'm good to do the seed-starting and the transplantation all at the same time or should I consider different seeding & planting times?

 
C. Annuum usually ripen  before C. Chinense with superhots  usually the longest to ripen. With your Planting Zones in Virginia early  growing season I'd wait for other members in your area to advise.
