Thank you.  No, the flouros are not load bearing (they support the wieght of the ballast)... but I dont set anything on top of the ballasts.  The first layer consists of flouros resing on boards resting on crates.... the upper tier consists of my two metal shelves supporting a base level on the middle shelf and another series of lights resting on two beams supported by the top shelf.  So its 2 different systems combined into the same space.  The lights just rest on top of each system.
 
You've got a raft of stuff going there, Noah!
Everything look great, flats full of nice and healthy 
starts, and some great plants being hardened off.
 
The light set-up looks like it gives good coverage.

I wish I could do more of that.  I just do not have the room or ability to grow so many different varieties.  Hope it is a banner year for you.   
 
Well, without counting each plant individually, I just did a rough estimate of the total number of peppers... should be close to 720 pepper plants alone... HAHAHA
 
I am also about to order one plant of six varieties I have had my eye on but have not grown yet:  Pink Tiger, Bahamian Goat, Red Roccoto, Big Mustard Mama, Nora, and Zoltan's Paprika
