issue Odd cotyledons

This has now happened with all of the Peruvian White Habaneros that have germinated for me. My germination rate on these seeds is 50%, and three of the six have come up with cotyledons like the one in the center of the picture. They come up really thin and the seedling dies after a few days. Anyone seen anything like this recently? Found just one thread with the same issue--also white habaneros. Any solution, or just bad seeds? Any suggestions appreciated.

I had a hard time with my reapers and many were like that. About 50% of the total seeds made it. At some point I just culled them and moved on. It took some convincing. I would say that other factors, other than care, play a role.
