Pepper plant for landcaping

I'm looking for a plant to put around the base of my deck. It might as well be functional so i thought about putting a pepper plant. I'm looking for something that is bushy and will grow around 3-4 feet high...I also live in a cold climate. Any suggestions?
 
I've heard that Goat's Weed is pretty cold tolerant. It also looks really cool, and gets about the size you're looking for.
 
Do you want something that tastes good, or is it solely for ornamental purposes? How cold is you're climate?
 
Minnesota, so about a 5 month growing season. I would like a pepper I can use for cooking. Probably just salsa's
 
This is from Colonial Williamsburg visitor's center and they are piquins with variegated leaf.

They really look good.

How much sun does the spot get where you want to put the plants? I have used many many ornamentals in my landscape and if the spot does not get alot of sun i would go with Omri's pick, they are the only ones for me that have done really well in a partially shaded location (although they are not an ornamental). My Chinese 5 color plants grew very tall and looked cool.
