I'm assuming you've separated this vestigial twin from its bigger brother/sister? I get these a lot. Especially in larger bell types, but sometimes in hots as well. Very cool.

edit: I posted the same time as you. These are definitely rare, but not so much so that you won't see at least a few per season.

Someone else can correct me if I'm mistaken, but I'm almost certain that's just another pod. No seed. So I doubt it's viable for growth.

I get that in bells all the time. I have never seen it happen with a hot though.
