He's English - from the east end of London. You're not the first American to get an English and an Australian accent mixed up.

I only ask because it was on a recent commercial.
 
Yeah I saw it too on the 'net and I thought "why does that thing sound like a cockney?" ( East Londoner)

I think they've used at least three different voices for the Geico gecko, and all of them have had very different accents. I've heard a blatantly Aussie/Kiwi accent, a more straight-forward English accent (with voice similar to The Simpsons' Sideshow Bob), and the current Cockney/East Ender accent.

To me, they're like Darrens on Bewitched.
 
I've only seen the cockney voiced one - but I'd love to see the one with a voice like Sideshow Bob. He's one of favourite cartoon characters.
