Staking peppers

I have been having bad luck staking my peppers and tomatoes. I tie them and they are fine until a good rain or wind. Then they keel over. I am using plastic coated steel stakes that are about 3/8 inch thick. I put the stake about 3 inchs from the plant and tie it. It seems that the loop in the material I use to tie is too large since the stake is 3 inchs away from the stalk and the plant has too much room to move. How close can I put the stake to the stalk with out damaging roots?
 
I use some of those same stakes, they are very sturdy. I put it right next to the stem and tie wrap it loosely about a foot or so from soil height. Lower if it's a small plant.
 
I usually follow at a reasonable distance, making sure to blend in with the crowd. No binoculars, since it's a dead giveaway that you're up to no...wait, hang on...you said 'staking'... :shocked:

I use bamboo stakes, and I too place them really close to the stem. Had been using plastic ties, but I've been told soft and elastic material (used ladies tights from the missus, I kid thee not!) does less damage to stems, particularly from plants that have quickly expanding stems or are in a rapid growth period.
